J&K: Need to control the trouble makers

The Centre’s decisions to use pellet guns only sparingly against perpetrators of violence in Jammu & Kashmir is disappointing. It is symptomatic of the intellectual confusion, moral cowardice and political pusillanimity that have characterized New Delhi’s attitude to this essentially Islamic problem: even when it is winning, it chooses to buckle under the pressure of adversaries who want some respite to regroup and strike again. This follows an old and ominous pattern: every time the security forces manage to gain an upper hand in the beleaguered state, an invisible hand from Delhi reins them in.

 

Not surprisingly, pellet guns are now sought to be removed from the armoury of the security forces precisely because they worked well and put the fear of God in the hearts of the troublemakers. Pock-marked bodies suggest that at long last security forces had a weapon that would enhance their confidence while facing the stone-pelters. This is a reason to use the gun more, not less. When the country is engaged in a fierce battle to preserve its unity, we cannot allow adversaries to decide our weapons. Find out alternatives to pellet guns by all means, place them at the disposal of the armed forces and give them the freedom to choose their option.

 

One may ask why we should be so harsh on our own people. The answer is that they do not behave as our own. The Prime Minister erred when he said that every life lost in J&K – be it an army jawan or a local youth – is a loss to the nation. That may be politically correct rhetoric, but it wrongly equates a soldier making ultimate sacrifice for the motherland with an upstart who has declared war on the country.     

 

The privilege of soft treatment as citizens and the “azaadi” to attack and kill Indian soldiers, waive Pakistani and Islamic State flags, and wish India death, cannot be enjoyed simultaneously, even if you happen to be Kashmiri Muslims. If you behave as enemies of India, how do you expect to be treated with kid gloves? 

 

It is no use shying away from the real nature of the current trouble in the valley. What we are up against is not resentment over some local grievances, but a well-orchestrated violent campaign to dismember the country and create a Muslim state governed by Shariah. In the separatists’ reckoning, this may be the final stage of the battle in which Allah has guaranteed them victory.

 

The Prime Minister seems to have realized it when he reportedly remarked that the problem is political in nature and could not be solved by ‘development’. Former Chief Minister Omar Abdullah seized upon these remarks as a vindication of the stand of all separatists. But he could be in for a nasty surprise. Modi may have something very different in his mind – at least we hope so.      

 

All calls for “winning the hearts and minds of the people of J&K” have to be viewed against this backdrop. It is a blind alley from which there is no way out. The more you bend, the more will you be asked to bend. The Modi Government should learn from the experience of the Indian National Congress under the leadership of Gandhiji, when it sought to win the cooperation of Muslims in the freedom struggle. The price of cooperation went on increasing in direct proportion to the effort mounted to secure it. We all know what it led to.

 

The Modi Government is needlessly defensive about the extent of violence in the valley. For one, we are fighting a proxy war to preserve the unity and integrity of our country, and nothing less. We have not courted that war; it has been imposed on us. Preservation of territorial integrity is the birthright of any nation. There is no need to be defensive about it. The world understands it. That is why this time there has been no hectoring from the habitual offenders. As the Islamic State is educating the world about what Islam has in store for non-Muslims and even for Muslim dissidents, the international community positively dislikes the prospect of creation of one more shariah-compliant Islamic nation in the world.

 

Yes, the spate of violence in the valley is heartrending. But security forces cannot be blamed for it. The blame must be laid squarely and properly at the doors of those who instigate impressionable young minds to further their own nefarious designs. If A instigates B to put his hand in fire and B burns his hand, you do not blame the fire. It is time the Modi Government provides the necessary political backing to the security forces and takes on those who are out to demoralize them.

 

Does it mean we should never hold talks with anyone about the problem? No, that is not the argument. Do negotiate, but only when you are in a position to have your way. Guided by Chanakya, Chandragupta Maurya negotiated with Seleucus Nicator, but only when he could demand and secure the territories he wanted.

 

Sardar Patel travelled to Hyderabad to meet the Nizam, but only after the Indian army had put paid to his ambitions of heading an independent state within India. We should discuss new political arrangements with Kashmiri leaders when we are in a position to abrogate Article 370 and fully integrate the state with the rest of India. Till such a situation comes about, we should work for it.          

 

Before this is dismissed as hate mongering and war-mongering, spare a moment to ask what has been achieved by the wise, sagacious, statesmanlike souls who have sought to broker a solution to this vexed problem over the decades. The current conflagration in Kashmir is a blazing testimony to the intellectual, moral and political bankruptcy of homegrown peaceniks of all hues as also of foreign busybodies.

The fact that stone throwers and trouble makers are loudly and strongly opposing the pellet guns indicates the effectiveness of pellet guns. Whoever filed PIL in court against pellet guns should be made to face the stones and sometimes grenades from the trouble makers in front line.

What more proof does one need to identify our country's enemy than having a name list of those opposing use of pellet guns both inside and outside our parliament ?.

Yes, we need to be guided by Chanakya. We chose to get stuck at "sama / dana". It is time for "bheda / danda". India must work towards the break-up of Pakistan to create enemy states along its western border that will divert its resources from its eastern border (with us). J&K should be trifurcated to contain Kashmiri Sunnis within the Valley, liberating a Shia / Buddhist Ladakh and a Hindu Jammu from Sunni dominance and integrating them with mainstream India. It will be much easier then to arm-twist the Kashmiri Sunnis, and securing territory for KP resettlement in the Valley as equal citizens must be a demand in any negotiation.

Modi's innate cowardice is evident in the central government's decision to use pellet guns only sparingly. At the risk of being called a racist, I will say this: Modi is a Gujju and Gujjus are well known for their extreme cowardice. Gandhi is the best example.

The real trouble makers are the ones who reside in Lutyen's Delhi, and make a living out of the money provided to them by the society. Their loyalty is not to the people of the country, but to those who live with them in their echo chambers. Chetan Bhagat, in a moment of sanity wrote: "Sure, the experts will jump on me now. Experts who have made the Kashmir problem their fiefdom. However, if the problem were indeed solved, how will these people stay relevant? Hence, they always attack any solution with their elitist ‘this is too complicated an issue’ stance. They love complicated. It gives them another conference to attend. You suffer with complicated, as the problem never gets solved."

As rightly enunciated by commentators above there are two methods to solve such problems one by force and eventual subjugation and other to let majority people decide their own destiny to live as they would like to live. The problem starts when you use force to bring a change. This eventually does not succeed as is evident in the recent history of policies pursued by extremists belonging to one faith and various countries resorting in the same manner. Has it brought about the desired change? I doubt.
In any case one should be atleast consistent in his belief to follow one policy. What we have seen is the usual flip flop for so many years.

V N Masaidan says force will not succeed in Kashmir. In fact, force alone will succeed with Muslims anywhere. How do you think the Russians or the Chinese would have handled a similar Muslim problem? Russians killed 250,000 Muslims in 5 years to subdue Chechnya. China deals with Uighur Muslims in Xingjiang with an iron hand. What prevents New Delhi in dealing with Kashmiri Muslims similarly?

Yes, and the Koran sanctions force against kaffirs. Force and the lex talionis is the only language to which Islam, certainly Sunni Islam, historically has listened. In the words of Prof KD Prithipaul, Muslims can live only “as an oppressive majority or a turbulent minority”. And how this turbulent minority converts itself into an oppressive majority is detailed in Dr Peter Hammond's "Slavery, Terrorism and Islam: The Historical Roots and Contemporary Threat".
Koran 2.178, 5.45 - it is time for bheda / danda by us now.

I feel force will produce counterforce. This fact is ignored by proponents of using force. We know the problem in valley is sponsored by Pakistan. Therefore you can't solve the problem by using force against stone pelters. You have to use it on Pakistan. Which they have tried and failed and we have tried and failed. USA tried it Vietnam and now trying in West Asia. It is incorrect to say Russians and China have solved the problem. If that is called solving then we have also solved the Kashmir problem.
One bitter fact is Himdus by nature are not violence oriented. In our long history we have not gone and raided the world even in ages when as we are told were technically advanced and wealthy. We can't still produce a motivated band of Hindus who can go and kill three in Pakistan Salauddin, Hafiz Sayeed,Dawood Ibrahim
While they come attack Mumbai. Our parliament. We only want govt to act.
Let us understand to articulate is one thing and to act is another.
To solve a problem and finally suppress level of violence has to increase to point of Annihilation as happened in second WW. But other conflicts have emerged.

It's actually Sam-Daam-Dand-Bhed. And of course, the government was unnecessarily responsive to their whining.
For all the reports of misuse of authority and such, the governments are responsible. Not for allowing deadly force, but for neglecting the selection process for officials (in almost all areas) Doctors in WB endangering lives, teachers and principals/deans exploiting the youth, soldiers raping villagers. And the islamists will use this incompetence against us. There should be an annual evaluation for all civil policemen/women ; in fact for all govt, officials . And the selection processes, pointless subjects in examinations and requirements during evaluation need to be reviewed, by professionals , with no interference by political groups.
Just so you know, they whined about our pellet guns , we heard them. They better prepare for the new Active Denial System we are fitting out with mahindra APCs in November.
